Hi Charles,

From what i understand, its a paid for app now, but you no longer have to use in-app purchases to get extra instruments and things, they're free now.

So you get GarageBand when you buy a new Mac for free. Once you've loaded it to your Apple ID, it's free for any other computer you use.

If you want the updated App, you can either pay $4.99 or wait until you purchase a new Mac. This goes for iWork on Mac and iOS too.
