Ruby or PHP site design

I have some available time where I'm going to invest in a side project. It's going to be a merger of content based website and web app. I'm a bit confused on which language to start with as a backend beginner. I'm interested in Ruby developers thoughts on the best place to allocate time for web applications and high-end websites. Thank you advance for any sort of thoughts or guidance.

if you are a beginner I would start with PHP. It has a less steep learning curve when compared to Ruby IMO.
