a good Online Flash Banner Generator?

Hi guys, do you know a good online flash banner generator?

I have 2 images background and i want to create a banner with a dissolvence effect between them.

I know I could use a layerslider but im looking something really simple that genereate just a code, as I need to send it to a client and he will put it on a web portal.
