Add Column using .at return error. And how do we simple add a new column with the same value?

dat.at[dat.index.max(), '_region'] = 'Toronto'

Pycharm returned: AttributeError: 'BlockManager' object has no attribute 'T'

dat.loc[:, '_region'] = pd.Series(['Toronto' for i in range(len(dat))])

Pycharm returned: A value is trying to be set on a copy of a slice from a DataFrame. Try using .loc[row_indexer,col_indexer] = value instead

Neither of the above method works
