Add submit windows, drop down menu, display result from highest to lowest, user registration

Hello, I was wondering if you could give me some advice. For a project I'm working on, I need to have a drop down menu of approx. 20 items. I would like users to enter a number in a submit window for their chosen item. Users will need to register before they can submit. I would like the total number for each item to be displayed on the same page and arranged from biggest to smallest next to each item name. I would also like to be able to track the user who submits the highest total number.

Is someone able to guide me on how to attempt this? Ideally, I want to use a wordpress site but if it's easier to build from scratch, that's also OK.
