It depends on what the favorites.php file is intended to do. If it simply exposes data, like a list of favorite things, then it's best to include it at the top of the file so you have access to the data throughout the entire file. If its job is to display a chunk of HTML code, then you should include it at the place in your file where you want it to show up.

In your case, it looks like it should be included a little farther down:
