CSS How to Make a Website Responsive Web Design and Testing Adding Breakpoints for Devices

"Adding Breakpoints for Devices" my responsive.css code is exact, yet the media query style changes are not taking

after checking and rechecking the code in responsive.css file as well as the code in the index, about, and contact.html pages the href classes match as well. I am stumped. any suggestions?

could you post the code or link to your workspace just in case? Often i think illl copy something exact, but i didnt.
