Adding Pages to a website--Add Iconography----SOLVED

Hi everyone, I hope I am able to get across what it is that I am trying to say. Bear with me! I am trying to figure out why my css is not working in formatting my html. After entering the css I show no change effecting my contact page. What am I missing. Thanks for all your help
