When using named formats you need to assign the value to the name. It would also work to change {name} to {} or {0}:

@app.route('/')
@app.route('/<name>')
def hello(name=None):  # <-- Change default value to None
     return 'Hello {name}'.format(name=name)  # <-- Change format arguments

Also, I changed default argument value to None so that you don't get "Hello Test" when using route '/'
