I have no idea what is wrong with my code

The problem is not the

<button>Submit Comment</button>

The problem is that you did not close the textarea element in the right way.

the correct way to close the textarea is like this:

<textarea id="comment" name="user_comment"/>  <!--Wrong way with the /-->

<textarea id="comment" name="user_comment"></textarea> <!--Right way with the open and close <textarea></textarea>-->
