Allocating and initializing a table view cell, I'm really lost!

Starting at 4:33 of the video linked with this post, when will this method be run? What is it's purpose, and how do I use it?

4:48 - What does that mean, what corresponding row? I get we're handing a cell, but what gives in the cell, when is it handed in? Again, when does it run?

4:49 - index path? I've never heard this before. A glossary for Treehouse courses would be awesome.

5:00 - What does 'dequeued' mean?

I can't really advance from there because the concept is built on questions, and that'll eventually collapse and I'll have no idea what the heck I'm doing.
