Am I missing something the Ampersand falls under the second declaration of the a tag, right below “color: blue;” right?

Am I missing something the Ampersand falls under the second declaration of the a tag, right below “color: blue;” as the following line of code “& :hover {“ right?

You are correct, you just have to remove the space between & and :hover :)
