Te explico para que sirve ese pedazo de código o mejor dicho esa "Clase" java.

Primero esta Clase esta compuesta por Dos en Una sola a los que se le llama "Inner Class" , MainActivity y PlaceholderFragment , esta segunda esta incluida en la primera.
Con la clase MainActivity creamos una Actividad , en otras palabras estamos creando una pantalla de tu aplicaciòn

- Con la clase PlaceholderFragment se esta creando un "Fragment" o fragmento que es un pedazo de pantalla , para que lo entiendas te lo explico de dos maneras , a) Un Fragment (Pedazo) es una parte de una Activity (Pantalla).

- Recuerda que "ActionBarActivity" es prácticamente igual que una "Activity"
