Android App to Web App or Vice Versa?

I have an idea for an app that I think would make a great web app as well as an android app (similar to the way DuoLingo handles both of theirs). Is it better to focus on the web app and then translate to an android app or build the android app first and design the site around it?

The key part here is getting the backend correct so that it's easy to support both versions of the app. That means making all your data easily available in usable feeds. Have you checked out Parse.com? It's a great way to get started and you can connect web, Android, and iOS clients however you like.
