Android Setup on windows 8 downloads two folders (android dev environment)?

I have 2 folders in downloads from the link. I moved them to my documents. One has a zipper and needs initial setup to extract all files. The other folder that is not a zipper needs no extract all files for initial setup. Which one do i proceed with and should i delete one?

Use the folder called android_dev_environment

When you open it you should see 3 folders: elicpse, java, sdk 3 files: initial_setup.bat, README.txt, SDK Manager

So don't use the zipper one. use the regular folder one.
