Animated infographic style elements

For example: http://www.apple.com/mac-pro/ When the page has loaded, or elements enter the viewport: Bars within graphs transition their height to their respective positions. Wheels spin and a string of text will count up from 0% to 79%. Markers will pop up all over a map. Etc etc.

How is this technique best achieved? Is each element of the infographic painstaking codded with their individual key frames, or are there is there a simpler way.
Css, JQ or both?

Sorry for the vague, generic question, but hey, that means there's no wrong answers.

*p.s I'm referring to traditional website builds, not wordpress etc.
