Any help on programming Obj-C on Windows 8 platform?

So I've read around and I see that I can use something called GNU? If I've read correctly I also hear that I can code in Objective-C, but I won't be able to publish a mobile app unless I'm on an Apple platform.

I'm just wondering if anyone can clear this up for me, and possibly help or lead me to some sources for doing this.
