Any tutorial how to interact and animate exteranl svg file?

Hi guys, do you know any tutorial where is shown step by step how to interact with an external svg file? I want to use svg as a Background for my website to animate some elements. Currently struggling with this, any advice? Thanks for any help.

as long as you can view the svg in xml format to know what tags you need to choose from this should work for you.
