Anyone else has problems paying the subscription with paypall?

So when I chose to pay my monthly subscription with paypall a window poped up and I loged in with my paypall and I got this error "sorry we weren't able to set up a billing agreement for future payments at this time" Anybody else got that?Any ideeas maybe? Should my pp balance be 25$+ in order to work?(from my experience with pp the balance can even be on 0 when you order somthing and pp just substracts the amount needed from the card its linked with)
