Apple Developer Program

Hey guys, i am a new dev from the Maldives. I have a question regarding the Apple Developer Program. I've tried to get enrolled to it using a visa debit card and I know it could take a couple of weeks for Apple to approve it, but i heard from a friend that we from Maldives have to fax out an application form to Apple. anyone with any insight on this.

Don't get me started. I paid my money over a week ago, them was asked for photo id, sent two emails and still nothing. I'm down £60 and no dev program.
