Are mobile sites meant for scrolling? If so why?

I was wondering if mobile sites are meant for scrolling?

To make up for the lack of horizontal space on the page, sites designed for mobile devices (particularly smaller devices used in portrait mode) are more dependent on scrolling since there's infinite real estate (the page can always be made longer). Scrolling doesn't take an immense amount of effort on the part of the mobile site visitor and we're used to it when using the devices, so it beats awkward pinch zooms and/or horizontal scrolling.
