are statements such as alert and console.log usable in other sites such as node.js and visual studio code

Not all of them, since some of these functions are part of the DOM (Document Object Model) these will not be available on non-web environments, for example, document.write() or alert() wouldn't be available on Node.js

yes they are, they would log to the terminal where you run the file
