It would be helpful to see a fleshed-out proposal as an example. Thanks!

Proposals are as individualistic as resumes. You should make a comprehensive, modular style proposal for small businesses. The best is to target your formatting to the industry that the proposal is written for. If I was making a proposal for a government agency, I would tailor the presentation of my proposal to a format that the person making the decision would most likely be used to reading. Tailor your proposal to that person who is making the decision.
