At 3:57 in Guil says "we may also see an attribute selector that's 'qualified' with an element type"

What does qualified mean? Is it a term I need to know or is it something guil is just saying to tell us that this this attribute selector target has a way of being more specific through scoping? Did I miss something or am I just looking too much into this?
