I download a background image, but I cannot see the whole picture unless I restore down ( decrease the size of screen) my web browser. Does anyone have an answer?

If your setting your background-image in css you can use the background-size property to set the size.
If you want to see the whole image use:
background-size: contain;
Background-repeat: no-repeat; // This prevents the background image tiling
For more info about background-size take a look at Mozilla docs or W3schools
