background image and section not scaling correctly?

Anyone know why my orange section and the background image on it isn't scaling correctly?

I'm in the process of designing the mobile version before moving onto desktop.

For some reason in mobile the image of me gets cut off from the head downwards, rather than the whole section and image resizing.
