Best Language and track to take for databases

Hello,

I am looking to learn and create databases for custom form entry. My main goal is to be able to create custom input forms that take information from an incident then spit the inputed data into a report.

I am looking into the database deep dive now. What language should I be looking to learn and am I beginning in the right spot?

PHP or Rails tracks, two of the most popular backend language, they are used to build database driven web apps.
