Best way to layout a website?

I'm working on my portfolio Website and I'm trying to find the best and most productive way to layout my website. Should I go with something like a flex box or should I use something like bootstrap? Maybe another way? If you have any suggestions please let me know! Thank you,

I think that something modern would be a good look. go with vibrant colors that match and a layout sort of like treehouse's. You should probably use bootsrtap for that. You might want to add a slide with pictures as well. Just a suggestion :)
