Best wireframes program?

I am looking for a wireframes program, preferably opensource. I haven't used an wireframe programs before but since I am going to be making my own websites from scratch soon I am looking for a program. What wireframes program do you recommend? Pros? Cons?

Brigette Eckert Balsamiq seems to be one of the more popular ones but it costs $79. You could probably download a free trial version.

I've yet to find one online that is free but i actually started using Google Drawings for just basic layouts. My wireframe

Thanks- I'll check out both of those opinions. I don't mind paying for a license down the line but I'd like to try before I buy or be able to use a lite version at first while I'm still learning.

If you have access to Adobe illustrator thats a great tool as well. Anything really can be used to wireframe a site really but if consistency is your goal than finding a wireframe kit or using a paid service will be your best bet.
