The best way to do this is probably with a Wordpress site.

You can set one up for free in Wordpress.com or the more advanced version wordpress.org which requires hosting and a database. I'm afraid I'm only just starting to learn Wordpress.org for myself so it's beyond my expertise at the moment. :-)

Treehouse has a great set of courses on how to work with WordPress self-hosted. It's pretty easy to do once you get the hang of it, but I'll admit it can take some getting used to.

I'd definitely recommend Wordpress. It's a little more advanced than just HTML and CSS but it's great for blogging and once you get the hang of it, you can easily style it to your liking.

It does have a stylesheet so you can change colors, fonts, etc. if you feel comfortable doing that kind of thing. Many people use WordPress without touching the code at all though.
