You can set one up for free in Wordpress.com or the more advanced version wordpress.org which requires hosting and a database. I'm afraid I'm only just starting to learn Wordpress.org for myself so it's beyond my expertise at the moment. :-)

8,303 PointsTreehouse has a great set of courses on how to work with WordPress self-hosted. It's pretty easy to do once you get the hang of it, but I'll admit it can take some getting used to.

2,576 PointsI'd definitely recommend Wordpress. It's a little more advanced than just HTML and CSS but it's great for blogging and once you get the hang of it, you can easily style it to your liking.

8,303 PointsIt does have a stylesheet so you can change colors, fonts, etc. if you feel comfortable doing that kind of thing. Many people use WordPress without touching the code at all though.
