Blurring an image on Photoshop Element 4.0

I had gotten to the video about testing the website and couldn't figure out how to blur the image using Photoshop Element 4.0. The image wouldn't show up in the preview box. Any help with this would be appreciated.

Did you use printscreen? If you did, from there, you should be able to open photoshop elements and do a CTRL-V (Paste). The image should appear for you.

I changed a setting in Photoshop and it ended up working just fine. Thank you very much for your help.
