brew install mysql vs. bin/rake db:create:all

Are these two commands brew install mysql and bin/rake db:create:all the same?

That is, are they both for installing a database? If not, what's the difference? And why did Jason skip brew install mysql? And can one go ahead and run brew install mysql in the terminal anyway since he omitted it in the video?
