Browser window can't resize down lower than 480px

My browser window doesn't seem to want to be re-sized to lower than 480px. I am trying to see the break point for smartphones for responsive web design. Does any know what I am missing? Thanks

Are you using safari on a Mac? I had the same problem, switching to google chrome solved it.
