In the last quiz of this course there's a question in which you have to type the exact words that Joy says in the video in the middle of a sentence so that it makes sense. You can clearly hear that she says "to be off", but if you type it, the app says it's wrong.

I think they want you to indicate the gist of the idea, not reconstruct a perfect quote.
In this case, just the word "off" (creating the phrase "off limits") is enough to answer the question.
However, the fact that the question is so close to being an exact quote could be a bit misleading, so this might be worth reporting to Treehouse Support.
