I am building a large scale website for the local CERT foundation (Community Emergency Response Team). 3/4th of the website is public facing information to anyone with a browser. I would use WordPress as its simple and easy to use for just that. User-end sees content and that's it, admin-end changes content. But I need a third level for members, they have a specific area of the site that needs to be logged in to and it gives them access to special pages/info/forums etc, but they don't have access to the administrative side or changing content on the front end.
below is the current page/content structure to give you an idea.

Here is a list with a short description of free CMS.
Here is an app that might be of interest to you Locked Area its from free to £30 and could be what you need to supplement a cms.
