Can an app access the lightning connector?

I am a novice app developer and this may be an ignorant question, but is it possible for an app to access the lightning charger connection? Would it be theoretically possible to send an iphone's gyroscope information through the connector into another device?

No you cannot access the connector. You can program your own accessory but Apple accessories are off limits.
