can anyone explain , how padding values : 100px 120px were converted to 18% 24%; Confused!!

he's not converting them, they are just percentage values for padding that allow the padding to adjust with the width of the container, which is adjusting with the width of the browser window. when padding values are in pixels, they are fixed and do not adjust, so it's just a change to make the padding relative to the container width.
