Can i develop IOS apps on Linux OR windows ?!

i want to Inquire there any way to develop IOS apps without need to mac ... i know can instal virtual machine and and install os x and xcode , but i heard this way not efficient enough, because it lack to mac hardware .

is there a way instead of virtual machine??

You can write apps on Linux or Windows, but you'll never be able to compile or get them tested/approved by Apple without the SDK which is only available on Mac OS X.
