Can I develop this as a Web app?

Good evening ladies and gentlemen.

I have an idea for an application that is basically a social application with the main focus on location technology of the device.

Can this be written as a Web application and packaged to phones with ease? Or must I develop separately for IOS and then Android?

Thanks for any comments left. I am getting eager to start the development of this product.
