This might be a dumb question. But, am I allowed to create an app (For example a Harry Potter app) and publish it on the android play store?

28,149 PointsI agree with Jacob, you'd have to check your specific use with a lawyer who understands this much better, but the scope of fair use is very narrow and specific. It's more likely what you would build would violate their trademark or copyright and not legal. As Jacob said, the term often used is "likeness".
