Do you have to use a MAC in order to write ios games. Is a Mac the best developer tool then?

32,777 PointsThere are hack methods to get Apple's OS on a windows machine but for the most part, if you want to build iOS apps then a macbook would be ideal.
Your second question is up for debate. It all depends on your needs. If you are focusing on iOS then Mac would be the best tool, however if you wanted to do more android apps then a Windows would be the better choice.
I have co-workers who install virtual machines on their windows computers with a Linux OS because its their most comfortable tool to use. Again it all comes downs to preference and what you plan to do. Eventually you'll learn how to configure and set up your computer to complete any task and it won't matter which system you use.
I recently switched from windows(12 years on windows) to mac because a lot of developer set up is already included, like java and git, bash shell, etc.
