I'd start with this in your foreach loop, I forget what they're asking you to echo out, but this will turn the $isbn variable into the ISBN value and the $book variable into the book title (I probably wouldn't open and close the PHP tags twice just for aesthetics in this case with only a single line of HTML, but to each their own!) :

<?php
foreach($books as $isbn=>$book) { ?>
<li><?php echo $isbn . " " . $book;?></li>
<?php } ?>
