Cannot get app.txt to load locally on windows

I have correctly installed composer to my project folder and have inserted the line require - autoload correctly however when I add $log = new Monolog\Logger('name'); $log->pushHandler(new Monolog\Handler\StreamHandler('app.txt', Monolog\Logger::WARNING)); $log->addWarning('Foo');

my page errors and doesnt insert the app.txt file to my project? Any help with this?
