Cannot get RVM to bring up my .bash_profile

I entered this - open -e ~/.bash_profile

Then I get this window in terminal not text edit ] [filenames] [--args arguments] Help: Open opens files from a shell. By default, opens each file using the default application for that file. I am stuck and cant even get Ruby installed cause your video does not explain enough!!
