cannot run cmder after installation due to a missing file

As a part of the Ruby on Rails installation package, I downloaded, extracted, and attempted to run Cmder, but I get an error message when I do. It says, "the program can't start because api-ms-win-crt-runtime-|1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem." I reinstalled, and the same error message pops up. What's going on? There were no options where I could toggle or alter settings.
