Cannot throw error

Hi I'm having problems on this. My code is below. I've been looking at it for an hour, and it doesn't seem to make sense. Thanks!

GoKart.java
public class GoKart {
  public static final int MAX_BARS = 8;
  private String mColor;
  private int mBarsCount;

  public GoKart(String color) {
    mColor = color;
    mBarsCount = 0;
  }

  public String getColor() {
    return mColor;
  }

  public void drive(int laps) {
    // Other driving code omitted for clarity purposes
    if(mBarsCount <= laps)
    {
    throw new IllegalArgumentException("Not enough battery remains");
    }
    else mBarsCount -= laps;
  }
   public void drive() {
    drive(1);
  }

  public void charge() {
    while (!isFullyCharged()) {
      mBarsCount++;
    }
  }

  public boolean isBatteryEmpty() {
    return mBarsCount == 0;
  }

  public boolean isFullyCharged() {
    return mBarsCount == MAX_BARS;
  }

}
    return mBarsCount == 0;
  }

  public boolean isFullyCharged() {
    return mBarsCount == MAX_BARS;
  }

}

public void drive(int laps) {

    if((mBarsCount - laps) < 0) //if the count of (current bars - laps entered) is below 0 throw error
    {
      throw new IllegalArgumentException("Not enough battery remains"); //throw the error
    }
    else
    {
      mBarsCount -= laps; //otherwise we are good to carry on our usual calculation
    }
  }
