Cant Understand Challenge

If someone can explain me how to write this challenge i'll really appreciate it, cause i can't understand what is that i'm doing wrong, or if i am doing at least what the challenge asks me for.

Challenge asks you to implement a method which adds one bar to your mBarsCount. Your method charge() should check if battery is not fully charged and only after that add one bar to mBarsCount.
