A common and recurring issue when linking to 3rd party sites or resources is that they may be changed (or go away entirely) at any time.

In this case, "giphy" has changed how images are to be embedded and the old URL is not valid. As of today, you can use https://giphy.com/gifs/JIX9t2j0ZTN9S to get that same image. But don't count on it remaining valid forever!
