Christmas Lighting programming

What language is the easiest for programing a number of Christmas light strings to blink at predetermined rates, then freeze on the on state, and then repeat the sequence? Is it Python?

I believe you can use python scripts on both Arduino and Raspberry Pi to accomplish this.

Julian - Thank you for your response. I plan to use a PC running Windows XP to run the Christmas lights program. I think it should work.
