cite attribute role in blockquote tag

It seems that a reference that cite attribute holds in blockquote tag doesn't show or function on the browser. what function has this attribute exactly? Is it for developer? maybe not for users?

User agents may allow users to follow such citation links, but they are primarily intended for private use (e.g: by server-side scripts collecting statistics about a site's edits), not for readers
